development and application of LMIN system within the lancang-mekong river basin.
Mr. ZHENG Baigang, Secretary-general of LMLECC, presented the opening ceremony and
delivered a speech. He pointed out that since its establishment the LMLECCC has received
strong support from all countries in the river basin. All member states have worked together
to overcome difficulties, carried out a series of key tasks in a relatively short period of time,
and achieved remarkable results. The LMLECCC has won unanimous praise from member
states and played a positive role in the security and stability of the river basin. But at the same
time, the LMLECCC is also keenly aware that the crime situation in the river basin is still not
optimistic, and there is still room for improvement in the quality and efficiency of law
enforcement and security cooperation among countries. To this end, the LMIN system has
been developed and constructed to provide a secure and efficient information platform for
countries in the lancang-mekong river basin to strengthen law enforcement cooperation.
He also hoped that all participants would have a serious and active discussion during the workshop,
seriously consider how to take this platform as the carrier and combine it with their own law enforcement
practices, to continuously improve their own capacity of combating cross-border crimes.
