On November 8, 2023, the 2nd Forum on Security Cooperation in the Lancang-Mekong Basin, along with the "Seminar on Global Security Initiative and New Patterns of Security Governance in the Lancang-Mekong Basin" , was successfully held in Kunming, Yunnan, China. The event was jointly organized by Yunnan Provincial Public Security Department and the LMLECC. A total number of nearly a hundred attendees including government representatives, law enforcement officials, and renowned experts and scholars from five countries, namely Cambodia, China, Laos, Myanmar, and Thailand, attended this event. The forum combined both online and in-person participation to exchange new ideas for security cooperation and to collaborate on novel strategies for security governance.

The opening speeches were delivered by Mr. Yuan Yaping, the Head of Yunnan Provincial Public Security Department's Water Patrol Unit, and Mr. Liao Lianzhong,Vice President of Yunnan University. Subsequently, Mr. Li Li, Deputy Chief of Yunnan Provincial Public Security Department; Mr. Saksith Phichith, Deputy Head of Border Bureau of the General Staff Department of the Lao Ministry of National Defense; Mr. Aung Zaw Moe, Chief of the Wan Pong Water Police Substation in Myanmar; Mr. Noppadol, Deputy Commander of the Fifth Police Region in Thailand; and Mr. Ly Davuth, Deputy Secretary-General of the LMLECC delivered keynote speeches. Representatives at the forum engaged in in-depth discussions on various topics, including security cooperation in the Lancang-Mekong Basin, the consolidation of collaborative efforts among diverse stakeholders, the strengthening of governance capabilities, and the sharing of achievements in security development.
