On November 17, the high-level representatives’ meeting of the Lancang-Mekong cooperation mechanism on law enforcement and security was held in Beijing. High-level delegations from the law enforcement and security departments of Laos, Myanmar, Thailand, Cambodia and Vietnam participated the meeting. Senior representative of China's MPS, Liao Jinrong, addressed a keynote speech at the meeting.


The meeting decided to hold a launching ceremony of the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (hereinafter referred to as LMLECC) in Kunming, Yunnan province, China in the middle of December. The meeting adopted and appointed Mr. Zheng Baigang (Chinese nationality) as the first Secretary General of LMLECC, appointed Mr. Amphanh Xayasoubath (Laos nationality),  Mr. CHHORN PRASATH (Cambodian nationality), Mr. Zaw San(Burma nationality), Mr. Jiang Shui (Chinese nationality)  as Deputy Secretary Generals. "The Conference Statement" was adopted.
The Chinese high-level representative, Mr. Liao Jinrong said in his speech that the establishment of LMLECC is a milestone in the field of law enforcement and security cooperation in the Lancang-Mekong River. It is the wisdom crystallization of governments along the River to actively respond to changes in regional security situation and risks and challenges; He also proposed the countries continue to hold hand in hand, and promote the development of LMLECC on the path of highlighting regional characteristics, being efficient and pragmatic, developing sustainably,  being open and inclusive, LMLECC will serve to cooperation on law enforcement and security in the Lancang-Mekong River and make it enter a new era of rapid development.
 All the participants of member countries agreed that China, as the host country, has made positive contributions to the preparation of LMLECC, and expressed that they would like to work with China to enhance the awareness of cooperation, communication and coordination, and resource input, so as to promote the stable and sustainable development of LMLECC to become a "stabilizer" for the peaceful development of the  basin.
LMLECC is the first intergovernmental and international organization of comprehensive law enforcement and security cooperation in the river basin. On the basis of respectation to the sovereignty and the law of each member, the Center will strive to be an integrated platform of overall coordinating the regional prevention, combating transnational crime, information fusion and exchange, joint operation of special projects and the construction of law enforcement ability. LMLECC will provide qualified and efficient services to law enforcement departments of member states and play an active role in the maintenance of security and stability of the river basin.
The headquarter of LMLECC is located in Kunming, Yunnan province, China.
