Joint Patrol Successfully Rescued Chinese Merchant Vessels in Distress

From August 11th to 12th, the Lancang-Mekong joint patrol Banxiangguo focal point launched a joint emergency rescue mechanism, successfully rescuing the Chinese cargo ship in distress "Zijing 7", which was widely praised by the passing merchant sailors from various countries.

 

At 13:00 on August 11th, the Banxiang Guo contact point was notified of the cargo ship distress. Chinese cargo ship Zijing 7ran aground in the Mekong River Wengwei Beach (about 10 km from the lower reaches of  Banxiangguo). Affected by the recent heavy rains, the water level in the region has changed greatly. The ship was in danger of capsizing and hull cracking. The situation was critical. It was in urgent need of rescue and transfer of cargo. Following the notification, the focal point immediately activated the joint emergency rescue plan between China and Laos, and informed the Mengmo contact point of Laos, the Border Company 121, the Banxiangguo Public Security checkpoint, to issue an early warning to the passing vessels in a timely manner. At 16:00, China and Laos formed a rescue team of 20 people on the Banxiangguo police checkpoint law enforcement speedboat and one Thai empty cargo ship to the incident area respectively. Due to the complicated water flow, the rescue vessels berthed "Zijing No. 7" several times without success. In order to ensure safety, the rescue team decided to rescue the ship the next day in accordance with the conditions of whether, hydrology and the performance of the stranded cargo ship. At 9:30 on 12 August, the Chinese and the Laotian sides again organized a 30-person rescue team to travel to the scene of the incident on board a law enforcement speedboat of Banxiangguo Public Security Checkpoint and a Laotian cargo ship. At the same time, the Chinese freighter "Zijing 8" also departed for rescue from Qingsheng Wharf.  At 1400 hours, after transshipment of part of the cargo, "Zijing 7" gradually floating, safely out of the stranded waters, successfully out of difficulty, and then with the "Zijing 8" formation continued to sail to the destination.

The rescue operation lasted 2 days and 1 night. China and Laos  dispatched 2 groups of 50 members, 4 ships, 8 vehicles, and transferred more than 400 tons of cargo safely. There was no loss of personnel, vessels and cargo. The operation effectively tested the ability of Chinese and Laotian law enforcement personnel to deal with maritime emergencies in the Mekong River Basin, and improved the level of coordination between the two sides.
