The topic of 2018 Lancang-Mekong Integrated Law Enforcement Cooperation Forum “Thinking on Further Perfecting the Joint Patrol Mechanism”, sincerely invited Deputy Secretary-General of China Southeast Asian Study Association, Professor of South Asia Southeast Asia Research Institute of China (Kunming) Mr. Zhu Zhenming, and Chief Commander of the Water Branch of Yunnan Public Security Department Mr. Yuan Yaping, the Deputy Secretary-General of LMLECC Mr. XAYASOUBATH/AMPHANH. The discussion has both a practical background and academic exchanges.
On the practical side, the guests started on the background of the joint patrol of the four countries, the existing cooperation mechanism, the enlightenment from the joint patrol practice in the past seven years, and the further improvement of the joint patrol mechanism. They reviewed the past from maintaining shipping safety, building a law enforcement cooperation platform and building law enforcement capacity. New ideas for the future joint patrol mechanism have been proposed in terms of perfecting the dual multilateral law enforcement cooperation mechanism, expanding the field of joint law enforcement cooperation and enhancing the law enforcement capabilities of member states.
In the academic exchanges, the guests analyzed situation of the countries in the basin. They explored the feasibility of building a community of security cooperation in the basin with the comprehensive security concept. The topic ended in a warm atmosphere.
