On May 25, 2022, the Lancang-Mekong Regional Immigration and Border Management Seminar hosted by the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center was held in Kunming, Yunnan. The seminar was held through a combination of online video and offline on-site seminar. This seminar was held under the framework of “3+5+X” of Lancnag-Mekong Cooperation. It aims to discuss the current challenges and risks and find solutions to fluctuating epidemic situation, economic recovery and increasing risk of crime rebound in the Lancang-Mekong region.

43 representatives from the Ministry of the Interior of Cambodia, the National Immigration Administration of China, the International Cooperation Bureau of the Ministry of Public Security, the Yunnan Provincial Public Security Department, the Guangxi Public Security Department, the Yunnan Entry-Exit Frontier Inspection Station, the Kunming Customs Anti-Smuggling Bureau, the Lao Ministry of Defense, and the Ministry of Public Security, The Ministry of Home Affairs of Myanmar, the Police Counselor of the Thai Consulate General to Kunming, the Thai Immigration Bureau and Border Patrol Police Bureau, the Immigration Department of the Vietnamese Ministry of Public Security presented at the seminar.

The seminar was chaired by Deputy Secretary-General of LMLECC, Mr. Amphanh Xayasoubath. Pol.Lt.Gen.Pang Naren  from the Ministry of Interior of Cambodia, Mr. Zhao Haishan from China National Immigration Administration, Mr. Zhang Runze from Yunnan General Station of Exit and Entry Inspection, Colonel.Ounkham Siveanvongsack from Ministry of Defense of Laos, Lt.Col.Phousavath Sounthala from Lao National Commission for Drug Control and Supervision, Police Lt. Col. Zaw Zaw Nay Hein from the Ministry of Home Affairs of Myanmar, Police consul of Royal Thai Consulate-General to Kunming ,Mr. Thatchapong Sarawana-Ankura Pol.Lt.Co.L Upinya Boonruamngnam from Thailand Immigration Bureau, Major Nguyen Quyet from the Ministry of Public Security of Vietnam introduced their immigration and border management work, the situation in border areas and the difficulties and challenges faced by border management work, and put forward work suggestions and cooperative willingness.     

Along with the requests on regional cooperation, Mr. Jiang Shui, Acting Secretary-General of the LMLECC, issued a proposal to the representatives to establish a Lancang-Mekong immigration and border management mechanism by establishing secured and timely communication channels, Carrying out law enforcement capacity building, Carry out border management joint patrols, joint exercises, joint operations, etc., and conducting rectification of prominent border security issues, and setting up a commendation and publicity System.
