Preparatory Meeting for “Safe Lancang-Mekong Operation” Held in Kunming

On April 10, in order to implement the consensus of the fourth Lancang-Mekong Cooperation (LMC) Leaders' Meeting, the Preparatory Meeting for “Safe Lancang-Mekong Operation” and Operation SEAGULLinitiated by LMLECC was held in Kunming, Yunnan. Over 20 delegates from Ministry of Interior, Kingdom of Cambodia, Ministry of Public Security, People’s Republic of China, Ministry of Public Security, Lao People’s Democratic Republic, Ministry of National Defense, Lao People’s Democratic Republic, Ministry of Home Affairs, Republic of the Union of Myanmar, Royal Thai Police, Kingdom of Thailand, Ministry of Public Security, Socialist Republic of Vietnam and LMLECC participated in the meeting. All parties in the meeting reached a positive consensus on participating in the “Safe Lancang-Mekong Operation” initiated by MPS of China and Operation SEAGULL initiated by LMLECC to jointly combat telecom fraud and other prominent transnational crimes.

The meeting highlighted that Lancang-Mekong Cooperation is an important undertaking initiated and promoted by the six Lancang-Mekong countries. It is also the first regional cooperation mechanism with the goal of building a community with a shared future. It has developed rapidly in the seven years since its launch and has become a model for regional cooperation. In the field of law enforcement and security cooperation, law enforcement agencies of Lancang-Mekong countries stay together through thick and thin, offer each other much needed support in times of difficulties, and have achieved remarkable results in jointly combating transnational crimes.

It is pointed out in the meeting that, at present, Lancang-Mekong countries still face severe and complicated crime situation, with frequent occurrences of prominent criminal activities such as telecom fraud, cross-border gambling, drug manufacture and trafficking, illegal border crossing, kidnapping, illegal detention, and human trafficking, etc. To this end, all countries should continue strengthening law enforcement and security cooperation to reverse the high incidence of prominent criminal activities in the region, thus maintaining regional peace and stability.

All parties in the meeting highly appreciated the initiatives of "Safe Lancang-Mekong Operation" and Operation SEAGULL, and provided constructive suggestions on the conceptual document and action plan based on regional and national realities. All parties agreed that LMLECC provides a platform of extensive consultation, joint contribution, and shared benefits for countries to jointly combat prominent crimes. All parties suggested conducting intelligence sharing, case investigation, joint law enforcement operations and law enforcement capacity building, relying on LMLECC, to combat prominent criminal activities in the region and ensure fruitful results of “Safe Lancang-Mekong Operation” and Operation SEAGULL.
