According to the "Memorandum of Understanding on Establishing the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center", the term of office of the Secretary-General is three years. The first Secretary-General of LMLECC, Mr. ZHENG Baigang, ended his term on August 15, 2021. To ensure the smooth operation and continuity of the work, it is proposed that Mr. JIANG Shui, Deputy Secretary-General of LMLECC, will work as the Acting Secretary-General of the center until the next Secretary-General is officially appointed . 

On August 13, the LMLECC held the handover ceremony. All staff members expressed their appreciation for the efforts and achievements of Mr. Zheng Baigang during his tenure, and  gratitude to the member states for their continuous support and cooperation.

The Acting SG, Mr. JIANG Shui received a bachelor's and then a master's degree from the People’s Public Security University of China and the Law School of the University of Leeds successively. Mr. JIANG Shui has rich experience in international law enforcement cooperation and international organization management. He has worked for the International Cooperation Department of the Ministry of Public Security of China for a long time and served with  senior management positions in the General Secretariat of INTERPOL in France and Singapore. Mr. JIANG Shui enjoys high prestige among all the LMLECC staff from member states.
