History

In October 2011, the China, Laos, Myanmar and Thailand-Mekong River Basin Law Enforcement and Security Cooperation Conference was held in Beijing, and the “Joint Statement on China's Laos, Myanmar, and Thailand on Law Enforcement and Security Cooperation in the Mekong River Basin” was issued, and a law enforcement and security   cooperation mechanism between the Chinese, Laos, Myanmar, and Thailand for Mekong River Basin was established.
In December 2011, the China, Laos, Myanmar and Thailand Mekong River Joint Patrol Law Enforcement Joint Headquarters was formally established in Xishuangbanna, Yunnan, and the joint patrol law enforcement of the China, Laos, Myanmar and Thailand on Mekong River was officially launched.
In March 2013, China, Laos, Myanmar and Thailand held the launching ceremony of the “Safe Waterway” joint anti-drug operation in the Mekong River Basin in Beijing.
In 2015, the Mekong River Basin Law Enforcement Security Cooperation Ministerial Meeting was held in Beijing, and it was proposed to establish the Lancang-Mekong River Integrated   Law Enforcement and Security Cooperation Center to create an upgraded version of the law enforcement security cooperation in the Mekong River Basin.
In March 2016, the first meeting of the leaders of the Lancang-Mekong cooperation officially incorporated the construction of the Lancang-Mekong River Integrated Law Enforcement and Security Cooperation Center into the Sanya Declaration and early harvest projects. The preparatory work for the center was gradually started.
In June 2016, the first preparatory meeting for the establishment of the Lancang-Mekong River Integrated Law Enforcement and Security Cooperation Center was held in Sanya, Hainan. The participating countries actively consulted and painted the great blueprint of the center.
In October 2016, the second preparatory meeting for the establishment of the Lancang-Mekong River Integrated Law Enforcement and Security Cooperation Center was held in Lijiang, Yunnan. The meeting reached a principled agreement on the memorandum of understanding on the establishment of the center.
In December 2016, the commemorative event series of the fifth anniversary of the establishment of the law enforcement and security cooperation mechanism of the China, Laos, Myanmar and Thailand in Mekong River Basin was held in China.
In August 2017, the renovation project for the office building of the Lancang-Mekong River Integrated Law Enforcement and Security Cooperation Center was completed.
In November 2017, the high-level representative meeting of the Lancang-Mekong River Law Enforcement and Security Cooperation Mechanism was held in Beijing. The meeting appointed Mr.Zheng Baigang (Chinese nationality) as the first secretary-general of the Law Enforcement Center, and appointed Amphanh (Lao nationality) and Chhorn Prasath. (Cambodian nationality), Zoshanh (Myanmar nationality), Jiang Shui (Chinese nationality) as the Deputy-Secretary-General. The meeting also adopted the "Conference Statement."
In December 2017, the launching ceremony of the Lancang-Mekong River Integrated Law Enforcement and Security Cooperation Center was held in Kunming, Yunnan Province. After the ceremony, the staff assigned by the countries were stationed one after another, and the law enforcement center was officially operational.
